Paraguay Residence by Investment

Paraguay has introduced a new program known as the Investor Pass. The minimum investment requirement is USD 150,000, which may be allocated across several asset classes. Participants are granted permanent residence directly, without the need to obtain temporary residence first.
At the same time, the SUACE immigration program remains in force; it requires applicants to establish a company in Paraguay and invest at least USD 70,000 over a ten-year period, and it also provides a direct route to permanent residence.

Tax Incentives
The Investor Pass program includes certain tax advantages, notably a reduced dividend tax rate of 8% for residents, compared to the standard rate of 15%. Paraguay operates a territorial tax system with a flat 10% rate on locally sourced income and no taxation on foreign-source income.
Other Benefits
For high-net-worth individuals considering Latin America as a destination for permanent residence, the primary options currently include Paraguay, Panama, and Uruguay. Other countries in the region do not offer straightforward pathways to permanent residence through investment. In this context, Paraguay offers several advantages, including favorable tax rates, a relatively low cost of living, political stability, general safety, and access to agricultural land. It is also worth noting that certain European Golden Visa programs, such as those in Spain and Portugal, have been closed.
In terms of real estate, Paraguay offers substantial value. For example, USD 200,000 can secure significantly larger and more flexible property holdings compared to European markets. By contrast, under the Greek Golden Visa program, properties in Athens require a minimum investment of €800,000, while properties in other regions typically range from €250,000 to €400,000 and may be less liquid.

According to official data, the number of applications for residence permits in Paraguay increased from approximately 28,000 in 2024 to more than 47,000 in 2025, with projections of up to 80,000 in 2026. The majority of applicants are Brazilian nationals, while among European applicants, German and Dutch citizens are particularly well represented.
Procedure
Applications for permanent residence are submitted online and processed remotely. Initial physical presence in Paraguay is required only for the issuance of a national identity card. Eligibility for Paraguayan citizenship arises after three years of permanent residence in the country, which is one of the shortest naturalization periods in Latin America. There is no requirement to renounce existing citizenship.
Mercosur
Paraguay is a member of Mercosur, a regional bloc comparable in certain respects to the European Union. Permanent residents of Paraguay may obtain residence rights in other member countries, including Brazil, Argentina, Uruguay, Bolivia, Colombia, Chile, Ecuador, and Peru.
